Dear Gale:
I'm writing
this to you privately because, due
to its nature, it should be kept off normal lines.
The situation
is that my wife, Joyce, is very
distraught because she is being asked (or ordered) to
do illegal actions, and other actions which she is not
sure of as to their legality or future ramifications.
She has talked
to me, and it is good she did,
because of her concerns, because she did not get what she
felt were straight answers from others connected to her
project and because she knew I had a certain amount of
legal understanding.
You undoubtedly
know that she is on a project
to get all the US Scientology missions to reaffiliate
with SMI.
One of the
actions is to get mission holders
and board members to sign various documents, proxies,
board minutes, etc. She has already had several people
sign these. They were backdated documents. That is, they
were signed in 1981, but dated as if the signing took
place, in some other years, eg. 1975.
This is
fraudulent and illegal.
She has not
been sleeping well nor eating well
because of her continuous anxieties. She has had night
mares recently which she never had previously.
I have
questioned her about what she considers
illegal. She mentioned knowing that the "OK SMI Int"
stamp and authority for SMI, which is supposed to be a
foreign corporation, is at CMO Int, on US soil.
She also
mentioned that SMI Int, supposed to
be very separate from the C of S of C,is ordering the
"cleaning up" of the mission (currently CSC affiliates)
corporate papers.

Questioning
her further, I found she is deeply
concerned because she has seen some LRH orders on the
establishment of SMI, including its setup as a foreign
corporation, which to her indicate his involvement, if not
control.
She has a fear
that this could come up in some
legal involvement, and if questioned, she would not know
how to answer and LRH would be put at risk.
The same is
true on the other points mentioned
above. She does not know that what she is doing, or
others are doing, is legal, cannot reconcile the various
contrary facts and could not answer "on the stand".
She cited the
attitude the Church has apparently
taken regarding the "DC 11", where they have now been
labelled by us (in addition to the US Courts) as "criminal".
She feels that her actions are not much different from
theirs (i.e., "misguided") and in any legal entanglement
regarding SMI she could likewise have the organization's
support withdrawn and "be thrown to the wolves".
She does not
want to do anything illegal or
shady, and did not get into Scientology or the Sea Org
to do such. Nor does she want to put others at future
risk in this way.
I, frankly, do
not know how to assuage her
anxieties because we, frankly, should not be involved
in anything "illegal" or even faintly shady. And
we should not expect any staff member to do such.
She is not
trained in "legal" and does not
have the legal acumen to be certain of what is or is not
"legal" or of the long range effects of the actions she
is involved in.
Her confidence
in the organization and her
future have been seriously shaken.
That's one side
of the picture, but I think
a very real one, and a situation demanding immediate
rectification.
What I want to
happen, therefore, is to get
Joyce out of that area and doing something which is
constructive, of long range value, and legal.
I would
definitely not put her in the SMI
liaison office here because she is also unsure of that
area. She does not trust the integrity of certain people
in the office having found instances where they have
regged for and received money directly, despite this

being a critical legal point in the SMI setup, and the
people involved being briefed on its illegality. It's
a very delicate situation.
Moreover, she
was the head of the SMI organization
for some time and subsequently was in charge of the US
office so would be an obvious target in any IRS or legal
look into SMI.
I am therefore
requesting that Joyce be
assigned to the LRH Biography project and work with
me. In addition to just getting her out of the SMI
environment, the following points are important to
consider in this posting:
1. The LRH
Biography is the most important PR
activity we are involved in. The real "protection
of LRH" will not be a legal sheltering, but his wide public
acceptance. This book will be the major contributing
factor. Its PR results for LRH and the organization
are very far-reaching.
2. My area
vitally needs help. We are nearing
the due date for the book and there is an immense amount
of research still to be done. I have over 100 interview
tapes to be transcribed. I have been the only person
involved with the project for the past year, and I know
that without help there is no way I can get it done on
time. The project deserves assistance. Joyce is a fast
typist and can do shorthand.
3. Joyce would
be a tremendous PR asset in the
office because:
a. she is
honest (which has been a vital
part missing with PR people up to now, and has resulted
in many of the problems we (the organization and LRH)
are involved in.
b. she is very
good at handling public. (She
handles mission holders very well and they trust her
(which is another reason she should not be involved with
anything the least bit felonious in the SMI area). And
she has performed very well when I've met LRH's relatives
and other contacts with her.)
c. she is an
excellent researcher. (I put
her through her paces for three weeks in the midwest
tracking down genealogy leads, and I've not found another
with her grasp of biographical data and research.)

d. it is an
area which I keep scrupulously
legal. This has been my modus operandi for all my Sea
Org years and on many posts closely connected with legal
situations. I have always resisted attempts to get
me involved in shady actions for short range products
and opted for legality with long range return.
e. it is an
area in which she can see the
value of her actions and products and regain a feeling
of her own worth as a person, and faith in the organization.
I would
therefore request that Joyce be assigned
to the biography project.
Please let me
know as soon as possible as I
am concerned, not only for Joyce's well-being, but the
various other organizations and corporations being put
at risk.

PPS: Joyce knows I'm writing this. She was not sure who
to go to about and felt she didn't have the lines.
