The "Apollo," of course, started off with a much smaller complement
than it had when Ralph and I were on board.

I maintained the "crew list," the ship's articles, seamen's books,
passports and related documents throughout the 1972-74 period, during
which time the number of Scientologists on board was typically a
little over 400, and maxxed at 440.

In order to maintain our "yacht status" so as to get around SOLAS
Convention regulations for passenger vessels (which the Apollo legally
was) we had all "passengers" sign the articles as "crew."

All the public students coming to the ship for courses, all the rich
Scientologists coming for "Flag auditing," and anyone else on board
for any reason signed the articles and were included on the crew list.

It was fraud, naturally, but everyone on board was "crew."
