The timeline goes back to Science of Survival. Hubbard's descriptions
of the "1.1" are about the "SP." Hubbard's genocidal solutions;
e.g.,
disposing of undesirables quietly and without sorrow, are early
statements of fair game, and begin to establish the mindset necessary
to embrace the "Suppressive Person" doctrine.
I would even go back to 1947 and Hubbard's "Admissions." E.g.,

At this point, Hubbard is a sociopath or psychopath, an individual who
practices Fair Game, justified with his personal "Suppressive Person"
doctrine: "your motives are right." When he organizes people to attack
his "enemies," you have Fair Game, and you have a criminal conspiracy.
Because of its SP doctrine with its Fair Game application, the
Scientology organization is accurately called a criminal conspiracy.
The first term Hubbard used for the "Suppressive Person" was "Merchant
of Fear," the earliest reference for which I've found is 1953.
