on board would "blow," meaning escape, and jump ship and attempt
to get away. Usually they were brought back before they could
complete their getaway. Everyone's passport was kept locked up
on board by the ship's representative so it was extremely
difficult for anyone who did manage to get off the ship to get
back home as he would have no travel documents. Such people, if
desperate enough, would make their way to a consulate and attempt
to have a new passport issued. Knowing this we staked out the
consulate the person was likely to go to and were usually able
to retrieve them before they approached any consulate

"blown" crew or students. If the person got to the consulate
and told his story it was considered a serious "shore flap" or
danger to security, as the facts that he had been held against
his will and refused his own passport would emerge. In that
event, we would carry out a "dead agent caper" against the
"blown" person. The "dead agent caper" meant to
"counter-document" anything derrogatory someone (it originally
applied to enemy "agents") was saying about you so that the
person is not believed and as an "agent," is "dead."
The
person
who went to the consulate would be "dead agented" or "
DAed"
with
a story that he had stolen money or been a troublemaker or
similar so that his story about conditions on board would not be
believed. There were a number of such occurrences while I was
on the Apollo working in the Port Captain's office.

I was the Ship's Rep from 1972 to 1974, had possession of and kept
locked up the passport of everyone on board. It is possible that the
Messengers kept Hubbard's passport, I forget, but for essentially
everyone other than Hubbard, the Ship's Rep, in the Port Captain's
Office, held the key to the safe with their passports.
Nobody got their passport by asking, in fact everyone knew that they
could not get their passports by asking, so no one that I recall ever
did. They had to get to the Ship's Rep on a fully signed-off RF.
If personnel were going on leave, wanting to leave, being ordered to
leave, going on mission, going anywhere that required a passport, they
were on a routing form. The Ship's Rep signed off on every routing
form for everyone arriving or returning to the ship, and everyone
surrendered their passport to the Ship's Rep to get their RF's signed
off and be allowed to stay on board.
When people were leaving the ship, in actual practice, the Ship's Rep
often handed the passports to SO staff accompanying the actual owner
of the passport. So someone wanting to leave or being routed out might
be accompanied right to the airport and only given his passport as he
needed it to get ticketed or board the plane.
There were a number of personnel during the time I was Ship's Rep or
worked in the Port Captain's Office in the 1970's who fled the ship,
in foreign countries - Morocco, Portugal, Spain, the Caribbean -
without their passports. These people knew that if it was discovered,
or suspected, that they wanted to leave, which would be clear if they
asked for their passports, they would be physically held, not
permitted to leave the ship, and psychologically and legally
neutralized.
